In a report immediately denied by Beijing, Reuters says Iran is set to receive the first of up to 400 Chinese-made, shoulder-fired, surface-to-air missiles within weeks. If true, this could transform an already complex regional conflict into a critical test of superpower relations.

The news agency, citing three sources familiar with the looming deal, said it would involve Iran’s acquisition of 300-400 man-portable air defense systems (MANPADS), including Chinese-made QW-12 and FN-16 missiles.
Arranged through a Hong Kong intermediary, Zhongqing Baoshang International Investment, the initial shipments are slated to fly from Urumqi in western China and transit through Pakistan, Reuters said.
China and Pakistan immediately denied the report. The foreign ministry in Beijing called it “completely groundless.” Military public relations in Islamabad shrugged it off as “absolutely concocted and false.”
But the report has the potential to touch an already sore nerve in Washington, where President Donald Trump has tried to swat down claims that Beijing or Moscow might be helping Iran weather and respond to attacks from the United States and Israel.
Trump Is From Venus, Hegseth Is From Mars
Are Russia or China helping Iran? Defense Secretary Pete Hegseth testified to Congress last week that “there are ways in which both of those countries are, at different levels, enabling some of the things Iran is doing.”
American spy agencies agree. The Washington Post recently reported that Russia is providing Iran with intelligence to target U.S. forces. But there’s obviously a chasm between “buying Iranian oil” and “sending hundreds of shoulder-fired missiles to Iran.” Only one of those could lead directly to American casualties.
Trump, on the other hand, has insisted that he has assurances from both countries that they are not providing weapons to Iran.
Chinese President Xi Jinping “at our recent meeting in Beijing, China, told me that he would not, under any circumstances, give or sell Weapons to the Islamic Republic of Iran — And that statement included Chinese Companies,” the president said on social media. “Considering our relationship, I take him at his word.”

A Cold War Legacy
It would not be especially surprising if Moscow or Beijing were providing military aid to Iran. After all, one of the big legacies of the Cold War was American support for countries or groups fighting either of those U.S. rivals. And Western aid to Ukraine as it fights Russian forces has been flowing for years.
And while China’s main interest in the Iran war is keeping access to the country’s oil, Beijing would not hate to keep America focused on the Middle East at the expense of the Indo-Pacific.
The kinds of systems Iran is reportedly buying are not strategic game-changers – they’re designed to take out low-flying aircraft, helicopters and drones. But because they are easily deployed and effective, they could deter some American operations.
High-flying American bombers? They’ll be fine. But if Washington envisions close air support to aid potential future ground operations, the MANPADS could be a major headache.
And getting this kind of tangible support from a major power might make Iran even less amenable than it already is to a peaceful resolution.
Decision Points
So now we wait to hear whether U.S. intelligence has the same information as Reuters. And if that becomes public.
The U.S. would then face a choice: Retaliate against Chinese entities implicated in the transaction, or not.
And that could endanger prospects for a planned September visit to the U.S. by Xi. That’s a summit both sides want to see happen at a time when there are tensions over trade, Chinese claims to the South China Sea and Taiwan.
