{"id":42,"date":"2026-05-26T21:43:10","date_gmt":"2026-05-26T21:43:10","guid":{"rendered":"https:\/\/officemovingamerica.com\/?p=42"},"modified":"2026-05-26T21:43:10","modified_gmt":"2026-05-26T21:43:10","slug":"what-to-know-about-ukraines-critical-minerals-and-why-trump-has-his-eye-on-them","status":"publish","type":"post","link":"https:\/\/officemovingamerica.com\/?p=42","title":{"rendered":"What to Know About Ukraine\u2019s Critical Minerals, and Why Trump Has His Eye on Them"},"content":{"rendered":"<div>\n<div><\/div>\n<div><\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<p>Critical minerals are all the rage right now.<\/p>\n<\/div>\n<div>\n<p>Ever since President Donald Trump indicated he wanted access to Ukraine\u2019s natural resources industry in exchange for U.S. aid amid the country\u2019s war with Russia \u2013 an idea originally floated by Ukrainian President Volodymyr Zelenskyy as a way to help fund the military effort \u2013 much has been said and written about critical minerals and rare earths. And the conversation is persisting even after an Oval Office blow-up between the two presidents last week threatened to kill the deal.<\/p>\n<p>Read more <a href=\"https:\/\/officemovingamerica.com\/?p=40\">Countries That Have Committed the Most Aid to Ukraine<\/a><\/p>\n<\/div>\n<div>\n<p>During his address to a joint session of Congress on Tuesday night, Trump said he will take \u201chistoric action to dramatically expand production of critical minerals and rare earths here in the USA.\u201d He also read aloud a letter from Zelenskyy himself, which noted Ukraine is \u201cready to sign\u201d the minerals agreement \u201cat any time that is convenient.\u201d<\/p>\n<\/div>\n<div><\/div>\n<div>\n<p>Whether the deal comes to fruition is not a certainty. But as negotiations previously stood, the bilateral agreement would establish a \u201creconstruction investment fund\u201d owned jointly by the two countries. Ukraine would contribute 50% of \u201call revenues earned from the future monetization of all Ukrainian government-owned natural resource assets into the fund,\u201d including mineral deposits, oil, natural gas and other relevant infrastructure, according to a breakdown by the Center for Strategic and International Studies, a Washington-based nonprofit research organization.<\/p>\n<\/div>\n<div>\n<p>\u201cWe are in an era of transactional foreign policy,\u201d says Gracelin Baskaran, director of the Critical Minerals Security Program at CSIS and co-author of the article about the deal.<\/p>\n<\/div>\n<div>\n<p>Here\u2019s what to know about Ukraine\u2019s minerals and why Trump is so focused on them.<\/p>\n<\/div>\n<div><\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<h2><b>What Are Rare Earths?<\/b><\/h2>\n<\/div>\n<div>\n<p>First of all, Baskaran says, they should not be conflated with critical minerals \u2013 a term covering a wider range of resources. Rare earths make up a group of 17 elements that aren\u2019t actually that rare but are \u201cextremely difficult and expensive to extract and separate.\u201d They are \u201creally important\u201d for national security because they\u2019re in virtually every type of defense technology, such as warships, tanks, munitions, satellites and lasers. Rare earths also are found in advanced semiconductors, wind turbines and even an electric vehicle\u2019s motor, she says.<\/p>\n<\/div>\n<div>\n<p>While China, for instance, is the world\u2019s largest producer of rare earths, the U.S. has a limited supply and wants \u201cto start sourcing from elsewhere,\u201d Baskaran adds.<\/p>\n<\/div>\n<div>\n<h2><b>What Critical Minerals Does Ukraine Have?<\/b><\/h2>\n<\/div>\n<div>\n<p>The catch: It\u2019s unclear which rare earth elements Ukraine has access to, if any. Baskaran notes in an opinion piece published by The New York Times that there is no modern mapping of the country\u2019s rare earth deposits, with the most recent surveys believed to have been conducted decades ago by the Soviet Union. Those surveys are not only old, but \u201cnot robust at all,\u201d adds Morgan Bazilian, a professor and director of the Payne Institute for Public Policy at the Colorado School of Mines<b>.<\/b><\/p>\n<\/div>\n<div>\n<p><b>\u201c<\/b>The media and even parts of the administration are using the term incorrectly,\u201d he says, referring to rare earth elements. \u201cThe point is that rare earths are not really and should not be the focus of any Ukraine deal. The country also has produced manganese and has the \u201cpotential for reserves\u201d of uranium and lithium, Bazilian says.<\/p>\n<\/div>\n<div><\/div>\n<div>\n<p>And the U.S. isn\u2019t the only country interested in Ukraine\u2019s minerals. France has been <u>negotiating with Kyiv for months<\/u> over mineral rights. Unlike the Trump deal, the French are not framing it as payback for assistance provided but as a revenue stream for the cash-strapped nation to secure resources as it continues to defend itself from Russian aggression.<\/p>\n<\/div>\n<div>\n<p>In fact, long-time analyst Paul Goble suggested in his \u201cWindow on Eurasia\u201d blog shortly after the Russian invasion that one of President <u>Vladimir Putin&#8217;s motivations<\/u> was to secure Ukraine\u2019s rare earth minerals and later in an analysis for the Jamestown Foundation tied it to a plan by Moscow to help China <u>corner the global market<\/u> on the precious resources.<\/p>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<h2><b>Why Does Trump Want Access to Ukraine\u2019s Minerals Industry?<\/b><\/h2>\n<\/div>\n<div>\n<p>On one hand, it\u2019s a lever that can be pulled to help put Ukraine and Russia on the path to peace, and Baskaran says \u201cending war is in everyone\u2019s interest.\u201d It\u2019s also, though, a way for Trump to \u201cget something out of\u201d the process \u2013 even if it\u2019s really a long-term play. From Ukraine\u2019s perspective, she adds, there is a lot of upside with the \u201cpotential economic recovery and investment\u201d tied to the deal.<\/p>\n<\/div>\n<div>\n<p>\u201cThe economic opportunities for these things matter a great deal more than where they sit in the earth\u2019s crust,\u201d Bazilian says, while adding there must come the \u201cunderstanding that standing up a mining sector in a war-torn country is extremely difficult.\u201d<\/p>\n<\/div>\n<div><\/div>\n<div>\n<p>The unfolding U.S.-Ukraine minerals talks, even if a deal is not finalized, could act as a blueprint for similar transactional negotiations with other countries as well. Officials from Congo recently pitched the U.S. on providing access to the country\u2019s own critical minerals in exchange for security assistance amid its conflict with Rwanda. And Trump\u2019s interest in taking over Greenland, a Danish territory, is reportedly rooted at least in part in its mineral deposits.<\/p>\n<\/div>\n<div><\/div>\n<div>\n<p>But the minerals craze also could be just a phase.<\/p>\n<\/div>\n<div>\n<p>\u201cI don\u2019t think that they will stay at this level of political prioritization,\u201d Bazilian says. \u201cNothing does.\u201d<\/p>\n<p>Read more <a href=\"https:\/\/officemovingamerica.com\/?p=35\">These Are the World\u2019s Happiest Countries.
